What actually changes on February 1, 2027
YouTube announced in August 2026 that Partner Program entry thresholds double for new applicants: watch hours go from 4,000 to 8,000 over a rolling 365 days, and the Shorts route goes from 10 million to 20 million qualified views over 90 days. The 1,000-subscriber requirement is unchanged, and you still need subscribers plus one performance route — not both.
Two further changes get mixed up with the headline constantly. From the same date, earning from the Shorts Creator Pool requires at least 10 million qualified Shorts views over the trailing 90 days — that one applies to everyone, including existing partners, and it pauses Shorts revenue rather than removing you from the program. One caution worth stating plainly: a hard cutoff on a number creators badly need is exactly the setup watch-hour-selling services thrive on.
